Visit support.guildwars.com and report it through the system there if you feel you were scammed (i.e. taken advantage of in a manner that gives someone a distinct advantage over you in trading).

You will most likely not be reimbursed for the money lost through the transaction.

Due to the nature of what you claim, I doubt this can be considered a scam, however. We have a forum here with common green prices that can be checked, and there are many ways to ascertain that the price you're paying for an item is the "going" price.

I really don't think there is. I mean, how can you call something a scam, when you saw everything offered in the trade. He could have been a noob also, and thought it was worth 30k.
It would be hard to contact Guild Wars support about a topic like this, because again, everything you were getting, and you were giving was shown in the trade. You can't expect 1, everyone to know an items value, 2, everyone to sell for the most common price there is.

Let me guess, the trade probably went like this:
"Scammer": WTS: Wroth's Holy Rod -WHISPER ME
You: Can I see?
"Scammer": Sure
--"Scammer" opens trade--
You: How much?
"Scammer": I dunno, 40k?
You: I can't afford that
"Scammer": 30k then?
--You think WOW, I got a deal, a whole 10k off!!--
You: Sure!

I guess my only advice is to next time make sure you know the value of the item. I consider scamming as putting up piles of glittlering dust and selling htem as Altheas Ashes or something. This is more of deceptive trading, or 2 people who didn't really know the value of the item making a deal.

There's a thread about Scamming in Riverside, and as Lasareth said, we can't help you out. Search, it's what's for dinner.
